15:40 csharp_ in our attempts to prevent our staff from placing item-level hold requests in an attempt to "help" the patron but actually circumventing the holds process, we're trying to make recall holds work
15:41 csharp_ starting to wonder if we need a separate process that 1) isn't attached to a user card, but an org-level cataloging department and 2) is protected from re-entering the normal holds process until the recall is released

15:42 csharp_ our use case is that recall holds are the only item-level holds we allow in most cases and they are for catalogers
