10:09 jeff csharp: looks like the pre-req installer calls a2dismod with -f to silence the warning -- are you getting the warning when running the pre-req makefile and can you see if it's calling a2dismod with -f?
10:09 jeff (it's possible that a2dismod has been changed since jessie (where I just looked) to emit the warning even when -f is passed)
10:10 csharp jeff: it's biting us in GenaSYS/our debs (where we do that kind of thing in the postinst)
10:10 jeff we have mod_deflate disabled on our apache instances, though nginx might compress in front of that. i've not looked into it in detail recently.
10:20 jeff csharp: to get on par with what the pre-req makefiles do, you should be able to just call a2dismod with the -f argument, but determining why we started disabling it in the first place and if any of those issues/reasons still persist might be good.

11:10 jeff a2dismod gained the feature of warning on "essential" modules back in 2014. the logic seems to be "we enables these by default and permit packages to use config directives from these modules without them being wrapped in an IfModule"

If more work is needed, the reviewer will probably let you know with a comment at the same time they add a needstest, needsrepatch or needsreleasenote tag.
