On Friday, I could not get the system penalty to refresh if I removed it, now that's working fine, but the consortium one won't refresh when I remove it. |

I have also tried org depths of 0 and null for the penalty, and neither choice makes both penalties refresh reliably :-( |

hah. it's so weird, we go from having 8GB of free RAM with 40 apache2 processes running to OOM; happened this morning, but we have the maxchildconnections down to 750 now for apache so we'll see if we prevent them from getting that bloated again |
