19:37 csharp turns out upping the join_collapse_limit to 12 fixed the bottleneck

19:38 csharp there were a couple of other tweaks too (such as a duplicate index on action.hold_request that needed dropping), but that setting appears to have been the magic one
20:24 miker csharp:  the rows setting on actor.o_u_descendants was needed along with that, fwiw, to get proper estimates, even with the join collapse limit... plans were guessing wrong by 6 orders of magnitude in some cases! :)
