I've refrained from commenting on the email chain, but I think the question ought to be added as a serials feature. Parts were not designed for serials and managing them on a consortial level becomes a headache when they are used that way. |

issuance holds are a thing, but 1) they require that you catalog things as serials, and all of the complexity that involves, and 2) I believe they have the same issue that parts have, in that there's no concept of "equivalent issuances" at different circ libraries. |

We looked at issuance holds a very long time ago, and it just didn't seem workable. |
