Still trying to understand standing penalties. We have a new grp_penalty_threshold for PATRON_EXCEEDS_LOST_COUNT with threshold 1 at the consortium level. |

After the fine generator ran, we have a patron that has 2 Lost items, but also 2 items that got fines. The patron now has 2 rows in actor.usr_standing_penalty for PATRON_EXCEEDS_LOST_COUNT, so the message shows twice on the account. |

jeff: No, overdue fines on 2 circs were generated this morning. One circ was marked Lost in 2019. New grp_penalty_threshold was added yesterday, so the patron would not have been previously blocked. |

So only one other patron with a Lost item got overdue fines for 2 circs this morning. This patron got only one row in actor.usr_standing_penalty. Guess I'll just monitor to see if it happens again. |
